      It’s a lot more complicated than this. The resolution was put forward by Russia (USSR legal successor) attempting to seemingly rewrite its occupation of the Baltic nations. Germany has always been incredibly apologetic of its past, there’s no way they would do this without reason

      I wouldn't read too much into UN votes tbh, they are often more about political posing than anything else. For example, a number of de-facto or actual dictatorships on that list voting against the Nazis is an interesting one
