GBD is most definitely a herd immunity strategy. They've said as much in TV and print interviews.
@SunetraGupta, a theoretical epidemiologist (emphasis on the theoretical), has stated this explicitly. -
@MartinKulldorff specifically cited North Dakota as an example of the right approach to take. Of course this was in September, not sure he'd make such a pronouncement now

Gupta gave an interview where she stated the IFR was 0.05% and she is one of the people behind the 20% herd immunity misinformation. She has zero credibility in my mind. Jay keeps using the Santa Clara/Ioannidis 0.26 IFR, better but come on.
