For example, these figures seem to be mostly for the entirety of 2020. How much of that time was spent under lockdown in these places? What were the suicide rates like in those months? What was the trend before, and what does it look like now?

I think you're twisting things a bit. Cook County up 13% seems to be for the first half of 2020. Fresno up 70% is specifically June 2020 vs June 2019. I'm not specifically focused on lockdowns, because many other pandemic factors are factors known to be related to suicide.
