Basically its an heirloom from the time before major money got invested into sports. Once major money entered, the gears were already in motion and the pro teams didn’t want to rock the boat as it functions as a free developmental league.

Reform is obvi needed but its complicated as there are 480k NCAA athletes. Stars are very much the exception to the rule that the NCAA is just not designed to handle. Its hard to calculate due to the shady book keeping & bloated budgets but most teams actually cost schools money
