      Because as far as I can tell, the authors have not assessed this complexity in their exposure metric. I also don't see any discussion of school holidays even though presumably there were some during the period from March to August?

      School districts are even smaller than counties.

      My county (765,000 people or so) has 23 school districts.

      Huh wow. Ok then so using a single district to estimate for each state is probably not going to be useful at all I'd imagine?

          Uh, no, they are all doing radically different things even though everyone in our county is in the same state-level "tier." E.g., districts can apply for waivers to the Calif. department of education that allow them to be open regardless of the larger tier status.
