What do you think has been the primary reason for the difference in success?

Penalties for breaking lockdown...if I remember correctly, my Australian friend said there was a $500 (their dollars) fine if caught out when they had lockdown. I haven’t been on FB lately so not sure if this is still in effect. He was complaining about it.

Exactly. If you're going to lockdown do it properly, don't do it half baked, else don't do it at all because you risk losing the trust of the public.
