if farms are having trouble attracting workers for harvest is there a reason they don't try paying people more and improving conditions like other industries, and then charge more to cover the increased cost? this is a genuine question! don't hurt me pls!

In US, I think unfair trade practices (one company comes to mind) and US farming policies come into play too in terms of pricing - ability to charge more. I don't know. What a mess.
