In Mexico, not many tests are made. Sadly, those numbers can be much higher than the government officially give.
And most of these places have more excess deaths than official death toll. Peru was at 80.000+ excess deaths some weeks ago.
If you do the back of the envelope calculations for Belgium, it doesn't appear they are approaching "herd" levels.
They were at about 5% in June, at this point you'd expect 10-15% infected So, yes agreed, nowhere near
