Then he's using the term incorrectly and should specify that the "immunity" he's referring to is not actually immunity by any reasonable definition
London is practically a ghost town these days with a huge population working from home and public transport about a 5th of its pre-covid strength during rush hour. No community immunity here preventing a big epidemic.
