I think they’re just worried that if they tried to explain it in more detail, people would misunderstand it and not wear masks. The average person is not scientifically literate enough to be trusted with actual explanations during crises, these cute graphs are more useful.

This can easily make people think that they can swap distance for hygiene etc. No person will do all of them all the time. If you make them think that the actions are equal they will most likely chose the more comfortable/easy ones instead of the more effective ones
