Utah currently has a positive test rate of nearly 20%, which means it's likely that the state is missing a very large proportion of cases. In such a situation, tracing is of minimal benefit because you don't even know who most cases are

Nah you have to look at how you define 'readily'. Where I live, in NSW Australia, we have a test positivity rate of 0.05%, and have hundreds of state employed contract tracers. It's a matter of scale, particularly given the size of Utah's outbreak

To a certain extent it probably comes back to the federal response. In Australia individual states closed their borders, if you don't do that you just import your neighbour's outbreaks
