To a great extent, I think this is because people have consistently been sold herd immunity as an end to the pandemic, even if that doesn't really make sense

The point is, even if we were to decrease the fatality rate of COVID to the level of the common cold, if cases are still increasing it's not population/herd immunity

To put it another way, no one describes us as having herd immunity to the common cold, so it makes no sense to talk about a situation where COVID-19 becomes less lethal in those terms

Is the problem not then perhaps mainly an incorrect use of the term "herd immunity" rather than a lack of understanding of the principle of "endemicity"?

Yes, I think herd immunity has become, to many, whatever ending to the pandemic they desire
