No, I think given that they were sponsored by a libertarian think tank and propose removing all government regulation immediately, the point was to remove government regulations rather than discuss science

They are trying to respond to the vague but dangerous and disingenuous propaganda put out by the Great Barrington Defecation. It wasn’t up to them to lay out a whole policy. It was on the GB.

Once you accept that premise, there are all kinds of creative ideas you could come up with. For example supplying high quality, fitted, n95 masks to the elderly. Only hiring nursing home employees who are already immune. Setting up fever hospitals to better isolate COVID+, etc
