You are correct - But these measures aren't always sustainable - for varying economic and mental health reasons. We have already witnessed several societies that were dutiful early in the pandemic implode under the sustained pressure.

Lowering mask compliance is a symptom of the fatigue IMO. People feel like they have been pushed to their limit, and masks are the low hanging fruit to push back.
