Also, I made an error in the second tweet - in a strict mathematical sense, herd immunity is having sufficient people IMMUNE to the disease in a population. Infection does not always confer immunity, and you can be immune without infection (vaccines!)
Would you say that it is incorrect to say that a population has h.i. in any situation where R<1 (irrespective of whether this is due to previous infections, social distance, or something else)? Sometimes the term seems to be used in this purely statistical sense.
