It is TRULY ASTONISHING that even now, 10 months into COVID-19, we at still having to explain that increasing cases = increasing deaths a few weeks later

That particular claim is extremely ridiculous. A single comment in a single press conference by one guy - if you watch other interviews, he clarifies that they mean "less than 10% in most cases", it was obviously not an exact statement

It's also worth noting that there is evidence that in some of the countries with the most infections such as Russia and India deaths are undercounted by a very large fraction

This is very true, but given the current death toll I'd be very surprised if 10% of the world had been infected. Not entirely impossible, but it's not very likely imo
