From what I have observed, those models have their genesis in the observed case/death rates in the early stages of the pandemic. In short, individuals observed the effect of mitigation ("lockdown") and wishfully attributed it to immunity.

In many cases people reacted well before governments did, some models looked only at policy dates (sometimes assuming impact was later) - when in fact the public reacted earlier to the same information governments were receiving. We all saw the hospitals in Bergamo..

Ah, now that is not quite correct. HI is when R0 dips DUE TO IMMUNITY IN THE POPULATION - if the R0 decreases due to (potentially) transient factors such as social distancing then it is not HI (by definition)
