Having quickly read the paper, I'd say my main issue is the causality in that statement. It's probably more appropriate to say that 19% of cases were "associated with" rather than "due to" the rally

Essentially, they assumed that all excess cases in counties where lots of people attended the rally were ~caused by~ the rally. I'm not sure that's reasonable, or well demonstrated by the study
