It's certainly possible that timing has impacted the test results in India, I'm not really familiar enough with the serosurveys to comment

Well, some of the serosurveys were reporting very high values locally, e.g., raw seroprevalence values of 54% in Mumbai's slums. In those cases, at least, it seems that sensitivity wasn't very low.
