If a healthy 20 year old dies from a heart attack, it's easy to code. If the same heart attack happens to a 90-year-old person with diabetes, lung cancer, and chronic heart failure, it's far more complicated The same is true of COVID-19

This is EXACTLY what we do with influenza (and to some degree rhinoviruses). Respiratory disease is taken very seriously because of the mortality from pandemic flu and it is monitored closely.

99% of COVID deaths are from respiratory failure. We will blame those on COVID. The other 1% are cases who maybe died of something else. So hurrah ... its not 150,000 COVID deaths; its 148,500! Its good to clear that up

As someone who fills out death certicates, I find it helpful to show the example from the CDC as it proves their concerns are pretty specious (shockingly experts long ago thought of these things).
