Sure, luck is a factor. But I fail to see how hiring a private company with poor training practices to oversee mandatory hotel quarantine during a pandemic is luck. Particularly when it goes against standard practice. Looks *remarkably* like incompetence.

There is luck - Victoria were unlucky to get hit with their May spike. But there are also missteps - Victoria weren't smart to push for the July 1 easing in line with other states when they were in a different situation.

Of course there was massive political pressure to reopen - from the Federal Gov, the Opposition, the media, the AFL - so plenty of responsibility to share. That's not all 'luck' though.

Chance is a factor, but having that as a headline seems risky when policy and personal actions influence outcomes. Article talks about the chance factors of SSEs, but surely it's less about chance and more about clear cut factors: was the individual distancing, wearing a mask...

...were there policies helping reduce transmission to onward contacts, efficient TTI to pick it up quickly etc. Agree it's no good stigmatising, and the focus should be on lessons. But leading on 'Chance' plays to those who don't buy in to public health measures. Feels risky!
