Pretty simply - protests were largely outdoors, and at best involved only a minor proportion of the population. Reopening impacts literally everybody, and increases the risk of the highest-risk scenarios

Did you see the preprint that claims prostests had a paradoxal effect (increase in social distancing/isolation for non-protesters)? What do you think about that hypothesis?

Haven't seen it, but seems like a stretch either way to me. I suspect that they had minimal impact on disease spread either way, but that's just my opinion
