Question for Smart People - any literature on the lag of COVID-19 mortality vs REPORTED mortality (i.e. how long it takes for the deaths to be correctly classified as COVID-19) by country out there?

I cannot comment on what timeframe each state has with covid deaths or infections by who they are reporting to, but I can say that usually issues causing delays in reporting are due to technology and mandates (there is none for covid).

I do not believe there is any real time system, certainly not nationally. Some cities may have one. It is common in public health for our data to be a quarter, 6 months, and a year or more behind real time.
