(i.e. some places have controlled COVID-19 without masks, and no place has only used masks to control the outbreak)

Now, this isn't really a surprise, because no single intervention was ever going to be a silver bullet for coronavirus, but it's still worth bearing in mind

The point here, however, is that we like to focus on interventions requiring personal action (masks) even though they are usually (in a public health sense) less effective than population-level measures

You are obviously right. At the same time, I think that people may take the “not necessary” a bit too seriously, meaning that they will not wear masks because “they are not necessary” NOR adopt other measures that would make it possible to control the outbreak without masks

From an Aussie perspective; seeing as there’s been no real mention of masks here (compared to say the US), Is it worthwhile donning one for gatherings outside like the protests?
-
Going into a situation where physical distancing will not happen—perhaps for hours on end—I wear a mask for whatever good it does whatever participant, and as a reminder we should all be using all practicable cautions. That is the ethos of the Black Lives Matter protests I go to.

Good formulation. I’m getting branding “anti-mask” again but I’m really “Mask- but...”

It could be used as a sort of trade off to prevent increasing the infection rate as we relax other restrictions.

Hi, are you considering here voluntary use of masks where masks aren't mandatory?

On the other hand, if you were going to spend a couple of hours in a bar in the US, mask or nah?
-
I think the marginal benefit of a mask in the US, where infection is very likely, is much higher than in other places. It also can't hurt, so I don't think there's a downside
