...Is the RT-PCR the mouth/nose swab test? Because I got that on Friday at my local uni health service.

I wouldn't be as negative. First, Day 21 is irrelevant as no-one will be infectious at this point. So for active infections you may be able to catch 50% of those that are infected. Given that infections happen in clusters, you will probably detect most clusters.
