Like, in the US, if my hospital joined this 'collaborative' my local county/state health department could say "We aren't providing any data to Surgisphere" but they could still have my hospital's data.

Because I don't think the authors or Surgisphere are claiming that the public health authorities "sent" them data specifically for this study. Their system automatically integrates data from all of their participating hospitals.

But also, I feel like I haven't explained well. Individual Aussie hospitals are owned and operated by the states, so if the state health department says they don't use the database they mean none of the hospitals do either

Yes, that's the thing I'm trying to understand (from across the world and in a different healthcare system). In the US, a hospital could join such a "collaborative" and provide their data without the "state health department" having any say in the matter.

Nah they couldn't here. Private hospitals could, but there aren't that many and they haven't treated any COVID cases (many don't have ICUs)

The hospitals are literally the property of the state government, so if they say they aren't a part of the scheme, then that would usually mean none of the hospitals in the state did

I understand your point. You're arguing that some hospitals have gone against the state legislation and/or policy and independently signed up to the database. I can't entirely exclude the possibility, but if so it's going to be a pretty massive scandal here

I think I should explain a bit more, because how the system works here is important. Individual hospitals here aren't self-governing - they report up to some sort of local area network, who reports up to the state government
