let's get this clear: the 'R' can fluctuate week by week bc it is a nationwide average and is therefore 'bumped up' by a cluster of regional cases. For instance, in care homes. There is also a delay in reporting so it will not represent any change caused by Sunday's announcement

The R can vary day to day, or even hour to hour. A few new cases in an area can change the statistic quite a bit

That's what I thought when a British politician said R was between 0.7 & 1. It was clearly much higher at some point to get to 200,000 cases & 35,000 deaths.
