I actually never said "deference to government". I said buy-in - these are very different concepts

But the feedback loop required buy-in. All of these measures require both the govt to put them in place and people to use them to be effective. If there's no support for govt-run testing stations, or if no one turns up, the measure is less effective and the loop breaks
