The primary issue being that dispersion happens before the disease is contained in local areas, so it's unlikely you can *stop* a disease from spreading, but you could reduce the number of new cases a bit which would delay the peak substantially

Equally, in past epidemics travel bans have driven such travel underground, meaning symptomatic people who would've otherwise been picked up at screening points gained entry illicitly and worsened the situation as well
