I cannot imagine many people in Australia/US/etc willingly giving the government access to their location data with the explicit purpose of tracking them
In South Korea, the health authorities can install an app on your phone that sends warnings if you leave a designated area while under quarantine (!) This would be unthinkable in many countriespic.twitter.com/h7jQiBxQ78
Seriously, I reckon if you tried to do this in many places in Australia people would simply throw away their phones and walk off
