The scenario presented in the article, that of sitting next to an infected person on the train, is a risk less because of airborne droplets and more because of shared fomites like the seats/railings etc

This is not true for people taking care of those who are sick - if you're caring for someone with a disease, you will likely be exposed to a lot of droplets in the air Thus, masks on public transport likely to be mostly useless, while masks at home in some situations useful
