& some of that spiking is also due to externalities such as (1) return arrivals-ships (aka NSW), 2) carved out # -contracted in 1 location but recorded back to t/home state, (3) low original starting base, (4) particular events, etc. Statistics adjust 4 this. Commentary, doesn’t.
