No. Studies out of Wuhan estimate that 60-80% of infections are mild, which generally means not severe enough to require hospital care

Australia has taken a very cautious approach, with most states quarantining every case in hospital. That's not likely to be possible for much longer, I expect they'll be sent to self-quarantine at home at some point

I imagine it is also related to where they are staying outside of the hospital. In hospital, risks to staff are minimised as they should be using appropriate IPC practices. If they are in a hotel that may not be the case, putting workers and other guests at risk.

Absolutely true, I know the initial response was mandatory hospital quarantine but I believe this was relaxed already in NSW
