We had a local community a few years ago (sorry, blanking on which city) pilot free public transportation (here, bus is only option for public transpo, no rail system). It went very well, with increased usage but decreased traffic/violations/accidents, and other benefits.

I believe, they also looked at it's impact on employers/employees and had decreased missed work days due to transportation and decreased travel-related financial strain. As far as I know, this community has continued to offer free public transpo since then. Don't know 4 sure tho.
