I remember the tragic story Hans Rosling tells in #Factfulness where his rushed implementation of a roadblock during a contagious outbreak in Africa lead indirectly to the loss of dozens of lives.
Lessons were learned.

The WHO is a large and complex organisation that is as much political as it is about health. That being said, they employ some of the best infectious disease experts in the world, as do China and the US, so I disagree with your main point there

It is really stupid statement. Yes, travel ban does not prevent the spread of desease but it makes a huge difference on the timing and the numbers. I guess they care more about politics and/or money.

Agreed - look at history, quarantines do work. They worked for Ebola, SARS, 1918 pandemic, etc
