I think it's very telling that, when you ask people whether they'd like some vague action on climate change it's 70%+ agreement, but when you raise the prospect of slightly higher energy prices suddenly no one cares

Yep I agree that's part of it. I think it's also to do with how people think about climate action as something that "the government" should do, rather than something that may require some sacrifice at an individual level

I mean, it is something that the govt needs to do. We can make small individual choices but unless they legislate for big business and energy to be done differently, it won’t be fixed. If both sides just committed to addressing it, people would have to get on board.

I agree wholeheartedly that it requires government action, I'm just saying that I think people see that action as totally removed from their life rather than something that will actually have impacts on, say, energy prices for them
