Also worth noting the denominator here, which you appear to have gotten wrong - this is ED visits FOR ADVERSE DRUG REACTIONS not ~all~ ED visits As a proportion of ~all~ ED visits, vaccine reactions would be about 0.2% for children <5 years of age
Should put in the context for contrast - the most common cause of ED visit for young children is upper-respiratory tract infections (cold and flu), and makes up somewhere around 20% of all presentations for this age group
For context, this means that colds cause about 100x more ED presentations in the US than vaccines for young children
I'd also point out, just to be safe, that it's not really surprising that most adverse drug reactions in <5yos are from antibiotics and vaccines. Kids that young don't really get that many other drugs unless something's seriously wrong
