Nahhh easy - vaccination rates are usually measured at age 1,2 and 5. If they're talking about 1yos, between 2016 and 2019 it's a completely different cohort of kids

Not really, it's just how vaccination rates are (usually) measured. In the total population the proportions get mixed up because you have people who were alive before the vaccine was developed, or common, so a lot of people got measles
