Nahhh easy - vaccination rates are usually measured at age 1,2 and 5. If they're talking about 1yos, between 2016 and 2019 it's a completely different cohort of kids

So the WHO data seems to be based on 12-24 months and the 30% figure is for the first dose of the measles vaccine, which means that between 2016-19 it'd be a totally different group of kids, so a big drop is certainly possible
