I think this is what you'd do if you wanted perfect number. But I think you'd find that the number of respiratory cases would be so far above a baseline (in terms of number of std deviations) that we'd have a good idea of the difference in number of cases.

Or at the very least a decent estimate (without needing to go in to all the extra corrections that you suggest).

There will be such a large overall effect from these atmospheric conditions that the correlation will be obvious.

There's an ICD code for suspected environmental exposure that you can link to a primary diagnosis, but I checked and it doesn't appear to be in use that I can tell. It could theoretically be trained into the processes, but it would take a fair bit of wrangling.
