Yes, both terrible metrics. But reason presented for IF is use as proxy for high impact/recognition (i.e. "Nobel-worthy"), which is why funders, unis etc use it. Fact high IF not needed for Nobels means it sucks even at the one purpose it's supposed to be good for

There have many recipients who were not popular as you mean it. IF is open source and developers do refine it. But, one measure isnt good on all use cases.
