I couldn't access the article, but my guess is the homeopathic community haven't made a song and dance about it because even the original review doesn't actually give them the answer they wanted.

Skimming the 2012 report now, it looks almost identical in terms of evidential appraisal to the 2015 one but a tad more optimistic about the implications of that evidence

Also (unsurprisingly given it's draft and never finished) the report is very confusing and has some issues. Basically, no benefit to homeopathy except in very poor studies, and even then the benefit is small to none

I think that is the issue. There were certainly some process issues with the NHMRC review, but ultimately, no matter how "properly" they do the review, the answer ultimately winds up pretty much the same

Yes, the only thing that will change is how optimistic the reviewers are about the very low-quality evidence that mostly exists on homeopathy
