I’m not fully caffeinated yet so not sure of the implication- are they saying the purported benefit is a statistical artifact or outright falsehood (no birth cert means lying about age) or??

If this research holds up, some are probably falsehoods - people lying to access pensions early - and some are record-keeping issues in poor areas with less funding to maintain good records. Remember, we're talking about paper, probably handwritten, records from the early 1900s
