They’re using the term linkage because they want to use this issue to motivate people to care about data privacy. And as I keep saying, the issue isn’t the data, here, it’s the disclosure.

I'm trying not to use linkage about this story on particular. But isn't it just a different facet of the same risk?

Of course. But the meta issue is about secondary use of health data for research (or worse yet, for compliance) and the same concerns apply whether it's linked or primary datasets

Public in not understanding technical complexity of obscure data issue is actually the root cause of the problem

This wasn’t data linkage. It was mail merge, done in-house by DHS. It wasn’t secondary use, either, b/c letters like that are a primary purpose of Medicare (see, e.g. recall letters). The problem here is not the data, it’s the disclosure.

This could still be done for people who have opted out of My Health Record, presumably many thinking that opting out would prevent exactly this sort of thing from happening.

Loath as I am to agree with Trent on anything, people calling their psychiatrists in this case to say ‘how dare you disclose my information’ does suggest they have no idea the MBS/PBS databases exist.

I reckon the best example was the MHR debacle. Many of the people I saw upset about MHR were really upset that the government was gathering all this data, without realizing that DHS already had most of the data themselves

It’s the attitudinal politics that increased data can somehow increase compliance of Doctors; patients & the mysterious industrialised “efficiency” productivity task driven version of health care that bears no resemblance quantitatively or qualitatively to real life.

Yes, so much this! The Dept PMC data use and availability paper frames data as an "untapped resource". Data isn't the new coal, it's the new asbestos - used everywhere for everything, people think it's great but there's a chance of a terrible cock up at unknown time in future
