One contributing factor - wages. PhD candidates are usually qualified enough to get a pretty decent job in industry somewhere, but instead put up with low pay for 3-4 years. Australia has great stipends in general, but even here it's 1/2 what you can earn elsewhere

One of the reasons it took me years after my masters to start a PhD was because I didn't want to lose >50% of my salary. Had to find a part-time program that I could do while working as well
