Exactly. Would love an economist to look at the interaction of grants written, funded on science production. I got out because it felt like I was writing and doing experiments only for study sections. My CV says otherwise, but many scientist would agree with that feeling.

Add in that now most institutions employ people to support scientists when writing grants. They litterally spend money to get money. The grant system produces soooo much overhead it is ridiculous.

IIRC there was a study from the Netherlands doing the same for choosing medical students. The lottery-after-quality-standard students did worse. Either because they really were worse candidates, or because knowing you are there by chance affects something, or something else.
