Depends where your friend is with their movement at the moment - the physical activity guidelines are your best source, but not just for weight loss, health and happiness too. Guidelines include both physical activity and resistance exercises. It's not one or the other

You can’t outrun a bad diet. Not cardio OR resistance but cardio AND resistance as increased muscle burns fat long after you’ve completed workout. Add flexibility too o help recovery from exercise. Do things you enjoy for success VeryWellFit
