Yes. There was a 2/3rds drop between 1989 and 2015, most of which was before the smoking ban and the smoking ban had nothing to do with it. Apart from that, the headline was spot on.

Yeh, but depending on how you read the headline it could be true, which is why I'd say misleading rather than fake, which implies that it's a lie
