I don't think it applies? Like, they might be choosing other sources for drugs, but the pharmacists are specifically claiming that there are more prescriptions for codeine which is not borne out in the national dataset

I guess it depends on how good a proxy prescription figures is for consumption, but based on my understanding of prescribing I think that's pretty unlikely
