The most evidence-based opinion is that we don't know if trans athletes have any advantage while transitioning and so the only basis for regulations specifically targeting them is preconceived belief

If you need some evidence for this, it's worth considering that despite the Olympics allowing trans athletes to compete since 2004, there has not been a single medal won by a trans athlete nor have any openly trans athletes competed
